calculation failure after adding downstream water height

I was running the model and getting results but once I started adding in a downstream water height (in this case a constant value) it now says “calculation is failure” and when I try to run it without the downstream height it says its a failure too. What could be going wrong?

    It now seems to run when I do not put in the downstream water height. But will fail when I do. I have tried adjusting the time step but it will still fail. It seems to be running when I put in a very low height (below the downstream channel bed) but not when it is a reasonable water height.
